There ARE countries that don't have a dog overpopulation problem though (like the one I live with, where rescues can even have waiting lines) so I do think it's quite possible, at least in smaller countries.
both my non conformation dogs are fixed. and my one male that is intact is always under supervision so he doesn't deside to run off if he smells a bitch in season.
All of my guys who aren't actively showing are spayed/neutered, except one who's scheduled to be soon :3. Heck of a lot easier than dealing with intact animals and worrying about litters and such e_e
